Hi guys I’m new here. My husband and I will be sending our spousal sponsorship application first week of March. I would like to know if my husband needs to pay for my child sponsorship fee of 150$ even if She’s not coming to Canada with me yet? She’s 10 years old and she wants to finish one more year of her studies here in Manila. Do we have to pay for her sponsorship fee or we can do pay for it after a year?

No for non-accompanying.
 
But make sure your kid is also included in the application details, though not accompanying. Else, you wont be able to sponsor her later. Your kid will also have to do the medicals, when the IRCC asks.
Moreover, the application processing itself may take around 7-12 months. So, I suggest it'd be better to include and apply for your kid as well along with your application. That way by the time the processing completes, your kid would have almost completed the studies. Also, you get time till (mostly 1 year from medical results) to do the landing.
 
If you have leave you daughter accompanying it would be quicker for all involved. If needed she could fly to Canada with you, complete the landing process and then return to Manila to complete the year of study and quickly return to Canada once it is over. If you set her as non accompanying, by the time you are ready to land she might be more than 1/2 way through her year. By the time you are able to THEN begin another sponsorship application (you begin again from scratch if she doesn't land with you) could mean she would spend yet another year in Manila waiting for her visa to be approved.

You can have the kid as "non-accompanying" and later make an update via CSE to change as "accompanying" once you have the passport on hand.
