My spouse is accompanying on my application but is currently out of status with a tourist visa in the US. Which country should I choose as country of residence? Also, in his personal history, should I mention the few under the table jobs he did in the US. Kindly assist

Your spouse would need reference letters from those under the table employers. The person needs to be legally resident in the country which is not their nationality.

I've replied your PM. Under the table is an illegal situation. If you admit it to your PR review officer, it will be taken as a red flag which you dont want. Let your husband remain on the records as a tourist. I advise you both limit the illegal activities, they have future consequences you may not like.
