I had a step brother that refused to complete medical exams for my parents' PR application, after many trials, we received a Procedural fairness letter. We replied with Statuary Declaration from me and my mom( primary applicant) stating we will never sponsor him to come to canada, and detailed letter of us trying to contact him. A couple weeks after, we received a refusal letter because of no medical exam of his.
Can everyone give suggestions on whether we should appeal? how successful will it be? Should we represent ourselves or should we hire immigration consultants? how to succeed on appeal?
