I would like to ask your help regarding:

1.If a person(a PR carrier,sponsored by someone else) is married in 2009 and divorced in 2013' can he sponsor somebody else ?Can he marry or common-law someone else which is not Canadian?

No, not until your anniversary in 2014. I am quite sure it is 5 years from the time you were sponsored.

You mean he should wait 1 year from the day of the divorce certificate?i am aware of that.Can he common-law another person after his divorce certificate (2013')?Isn't that persons married before the law published on "March 2012"(sponsored spouses or partners will have to wait 5 -years....) do not apply to this law?

If I read your post correctly, he himself was sponsored in 2009? If that is the case, he can not sponsor another person, until 5 years after he has landed, so 2014 would be 5 years. If I am not understanding what you mean, then you need to clarify what it is you are asking.

No - the law impacts everyone who submits the new sponsorship application March 2012 or later (when the person got married doesn't matter). So if the person who was sponsored wishes to sponsor someone new, then the new law definitely applies to them because they will be submitting the new sponsorship application after March 2012.

That person is free to remarry - but they won't be able to sponsor their partner until 2014.
 
So long as CIC "received" your sponsorship application prior to March 2, 2012, you ARE eligible to sponsor your spouse regardless of when you actually became a PR ie. the Sponsorship Bar does NOT apply.

So to sum up : the new bar published on March 12' applies to the new sponsorship cases from March 12' and on? Can you provide a no. of the Immigration office to call in order to be 100% sure?Is there a toll free no?

Yes there is, I don't have it handy. Check the website, it's really quite clear. Follow the "am I eligible to sponsor" link, so long as the application to sponsor YOU was received prior to March 2, 2012 then you are eligible to sponsor regardless of the date that YOU became PR. IF the new rules applied to EVERYONE, then the table they have posted there explaining all of this, would not be necessary.
