i want to quickly ask if HSA account balance could be used towards proof of funds?

Since HSA is similar to a bank account. I am thinking it should be acceptable.

No, it won't be acceptable as per my understanding. The funds in hsa can be used only for health related expenses only. You can use it for other expenses with penalty of 20% + taxes, but it is not clear whether cic would but that argument. You can try your luck with keeping 50% buffer (20% penalty + 30% tax). Other bank accounts are post tax money and can be used for any expenses.

Hi,
I used my HSA account, my 401K account and housing deposit as proof of funds. Note however, that I had a savings account that I used that had majority of the money.
Just request a letter from your financial institutions with required information.
