Health Cards for children waiting for PR approval

Hi All,
Thanks in advance.
Applied for PR for children after coming to Canada. Looks like the processing time shown is 18 months. Are they eligible to apply for Ontario health card while they are waiting? It's a very long time to be without insurance for kids while their parents live in Canada and are PR holders and have health Cards. If they are not eligible, what other options, if any, do n you guys suggest?

I am in the same boat and using travel insurance for my child.

I think once we receive the AOR, we will be able to apply for OHIP.
