Quebec is saying that it is based on where your employer is located, in this case Ottawa, Ontario is saying they can't give her a health card cause she finish work and goes to Quebec and sleep there. She live in Quebec. So to be honest I dont understand.

No should be based on where you are living although this may be due to your visa and lack of CSQ. You need to show your rental agreement or property deed to get health card.
Quebec just said because in your visa is saying that your employer is in Ottawa we can't give you a health card. They didnt even ask for more papers or something. They said call Ontario and Ontario says call Quebec cause she doesn't live in Ontario. Very funny. How I can force them to help instead of just passing the ball?

Ontario pays more so if you live in the greater Ottawa are it makes sense to work as a doctor in Ontario. Many people cross the border and seek medical care due to the arrangement between provinces. Some doctors don't take Quebec patients because of the hassle in seeking reimbursement and lower reimbursement rate. What kind of work visa are you on? Do you have CSQ? Do you have a rental agreement in Quebec?
