Hello everyone,
I am just new in this forums. I have a question for you guys. Maybe you have some insights. By the way, my apologies if there is already an existing thread for my question. I tried looking but I didn't find any.

Here is my question:

I have a previous Canadian skilled worker application (I already have a file number) but I wasn't able to pursue it because I am currently here in the U.S. That application was filed in the Philippines. I wasn't able pursue it because I was tied to my project. I can't access the file number now. Does it means that it has been cancelled already? If so, can I still apply while I am here in the U.S? I am currently holding a L1B visa.

Please advise guys. Let me know your thoughs about this.

i dont think so, your file has been closed & now you have to apply again.

but still wait for seniors comments on your issue.
 
You can apply again and also request for refund of fee of old application( you may get back).
Check other criteria of new application if they have changed or not, like your NOC on occupation list or not.
This time IELTS, PCC is required with application to CIO.

Yes, you can apply from anwhere, any visa office.
