Has the new point system become LAW?

Hello,
I was on the CIC website doing self assessment test,but there is still the old test. The web has been updated with new information ,but the test is still old.
Is it a mistake on their part or the new proposed changes regarding points were not approved?

Yes the amendment to the regulations have been approved and the changes come into force on January 1, 2013.

IN the above link it is mentioned that those are proposed changes,,,but no mention that they were passed or approved. I think Kenney still holds a bit of a surprise for us.

I just think that Canadian government should be more clear about it,because people are already taking new language tests, spending money and time which might not be necessarily.
