Dear All,

I applied for PR under the old rules in December 2014 and the application was returned as the quota was full. There was no file number allotted, of course.

So for the question " Has GC_007 applied for PR before" I have answered as No. I guess it is mo misrepresentation. Moreover, if I select 'Yes', the system asks for file number.

I have a UCI since I am on a work permit in Canada. However, if I select Yes the system asks for file number.
 
Try entering the UCI. If it is accepted, no harm. If not, answer No.
 
You must've been allocated a file number and that's usually intimated via email to you by CIC. It usually comes in even before you get a UCI

I only received my whole application back with the UCI number written in pencil. So I entered the UCI number after saying YES to "applied to CIC before". Are you sure that they send a file number through email? I think that file number is only allocated once the PR is approved. In this case, should one say YES or NO to "applied for PR before"??? Of course, to obtain PR one applies to CIC. Isn't it true???

Exactly my experience too.. Received the complete package back with UCI written in pencil on the main form IMM008.
File number is only allocated once your file reaches within quota and not when it is returned because of quota full.
