Has File processing slowed down by IRCC?

Hi guys, any idea about why there are not many decisions(PPR/Refusals) this week? I believe the number of decisions was higher in the last week (before July 1st).

Since there's a backlog of PP stampings from pre-lockdown, is there a possibility that they're withholding the decision (in case of approval) so as to not burden themselves with PP stampings after they give out decisions!?

Also, please share your timelines if possible.
