I studied in Canada between 2007 and 2011. I did not apply to the post graduation permit on time though I had issues a SIN while I was still in school. I have never worked in Canada, but I would like to go back and move them. What options are there for me?
 
You certainly don't qualify for CEC. The primary requirement for CEC is that you must have worked in Canada.

You should look into the Federal Skilled Worker program and the Provincial Nominee Programs.
 
CEC stands for Canadian Experience Class, and you certainly don't have experience, and therefore you don't qualify.
Use the Come to Canada tool to determine if you qualify under a different program.
