Hi, For the Quebec Skilled Worker applications who applied before July 8, 2013 and their cases has not reached preliminary processing, they may receive a "NOTICE OF AUTHORIZATION OF CLASS ACTION" as per the page number 16 of "MOTION OF AUTHORIZATION OF A CLASS ACTION AND TO BE DESIGNATED AS REPRESENTATIVE " case of TATIANA STASENKO (Please search in Google as I am not authorized to post the link). It gives an opt-out option if the opt-out form is filled within a time period given in the notice. So, my question is that has anyone received this notice or opt-out form until now? Kindly give details or copy of this form Please.

NOTE: Class Action means that all the members who applied in the time frame will be legally bound to accept the case outcomes.
 
As the time frame of 12-16 months is given by the immigration office, hence, those who are improving the french language in this time period would like to opt-out from this lawsuit and they would like their files to be assessed by the new rules and regulations of Quebec Skilled Worker Immigration. And according to newlifecanada.files.wordpress.com/.../requc3aate_pour_autorisation.pdf an opt-out form will be sent to every class action group member (means all those who applied before August 1, 2013 but files have not reached preliminary processing).

My Question is there anyone who have received this notice?
When will immigration office starts sending this form? Any Idea
Will immigration office send this form to everybody as suggested in the motion/document?
Will it be good to opt-out for those who are learning and improving the french?
What are the consequences of not opting-out?
