Hi All,
A family member has applied for H&C and their entire ECAS looks like this.

Permanent Residence
  1. We received your application for permanent residence on Jun 13, 2021.
  2. We sent you correspondence acknowledging receipt of your application(s) on August 13, 2021.
  3. We started processing your application on November 24, 2021.
  4. We sent you correspondence on June 27, 2022 about the decision on your application.
The applicant has provided background check info along with the initial application. No medical was requested.

Did they refuse or accept the applicant? If they had first stage approval would that also show up in the ECAS messages? If yes, does that mean the applicant was rejected?

Unfortunately looks like a refusal. Assume this may be parent(s). Unfortunately many are told that getting H&C for especially a single parent is guaranteed. That is incorrect.
