H&C Considerations for Spouse in-Canada Class

His factors don't even qualify him under Public Policy. However, the link I initially shared in the OP indicates that as long as he meets the two requirements (be spouse of the sponsor, and have a sponsorship application submitted) then we can request for them to process his app under H&C while still keeping it in the Family Class stream.

Also I believe he has a chance with H& C . Basically considering the fact that he has settled here for a long time .
I had a little bit of issue in my journey as well and when I applied for spousal I also applied for H&C consideration with the spousal. I know this is different documentation with the actual H&C application but atleast I think we were considered one way or the other as we got AIP &Sa.
I am really wishing and praying positive for your dad as this is definitely a stressful situation.

Look for a lawyer to prepare the H&C application perfectly .

We applied for H&C in March 2018. This was before we became aware we could do Spouse in-Canada class. That particular H&C file is still in queue as the turnaround time is 31 months.

I spoke with IRCC today and they said no matter the outcome of the spousal sponsorship, it will not have affect on the H&C file.

Basically the only thing holding the Immigration Officer back from granting my father PR is his inadmissibility. We can now request of the IRCC to consider my dad's sponsorship file under H&C considerstions. I really do believe we have a chance. However, I'm no expert that's why we're consulting with a lawyer to see what will happen.
