Hi,
I have a question. Considering the reforms in the picture, is there any chance of getting H&C approval with failed refugee claim, 3 years of stay in Canada with full time job since arrival, and IELTS score of 7.5 and B1 level in TEF exam. !!

There are financial hardships to the country of origin if returned and life threat as well as mentioned in the refugee application.

There's always some chance however you would be better off improving your French score to CLB7 across all categories so that you can qualify for the French EE draws.

If you go the H&C route, you won't really be able to use the life threats as a reason since this was already assessed as part of your refugee application and refused.

Yes, valid point. You would need to leave Canada and apply from outside of Canada.

You can try the H&C route instead just be aware that it's long and the outcome will be uncertain. No one here is going to be able to tell you the chances of success.

Just to clarify, if a refugee claimant gets a negative decision and go back to his country. Does he still stand a chance to get PR through express entry in French draws? Is that possible?

Yes, absolutely possible from outside of Canada. Just not possible from within Canada.

Think any current or new H&C applicant has to ignore what was once possible and often quite easily. Many failed asylum seekers went on to get H&C rather easily but that is likely no longer going to be the case and if possible take a much longer period of time.
 
@canuck78 Is there a possibility according to you or not? Does learning French help the cause of having integration into Canadian culture and society, also more opportunities for job with being bilingual?

Learning French leads to many opportunities in Canada. For example many federal government workers have to have a certain level of French. Larger businesses are required to be able to provide services in French as well as English. It has also been one of the easiest pathways to PR in the past few years.
