I checked the CRS tool on cic website and my score is only 442. I am looking into applying for PNP. For OINP, I think I might be able to apply for the foreign worker stream.

My company has a branch in Toronto. I am going to check with my company if they can let me work from the Toronto office.

Reading through the eligibility for applying in foreign workers stream, I think I might be eligible to apply as the following apply to me :
- I am in NOC 2171 A
- I have been and will be working full time
- I am residing abroad
- I have been working in the job for more than 2 years
- I am "hoping" my company will meet the prevailing wage levels for that job in Ontario

Has anyone else has/had applied for OINP being in this situation? Is it necessary that the company that we would work for should be headquartered in Ontario for us to be eligible to apply for OINP?

Experts please advise.

You'll only be able to apply to OINP in November 2016, unless you apply to the French, Corporate, or Entrepreneur streams.

The page that you linked mentions "The OINP will continue to accept applications from Foreign Worker and International Student with a Job Offer applicants as Employer Pre-screen applications are assessed. Only those Foreign Worker and International Student with a Job Offer applicants whose job offer has been approved through the Employer Pre-screen application process may apply to the OINP. These applicants will have 60 days from the date of the Employer Pre-screen approval letter to apply to either of these streams."

I was thinking that I would be applying in the foreign worker stream. Am I misunderstanding this?
 
That applies to those who have already submitted the employer pre-screen before May 9 2016, 5 pm Toronto time. I get the impression you haven't gone through this process yet because of your question, but I could be wrong.

Oh ok. Yes, I just now came to know from the CIC website that my score is 442 only and that I have to go for PNP. Hence I am looking at the options.

Right, so you can wait for November, or the next OINP announcement if you'd wish to stay with this employer...I'm honestly not sure if your situation will qualify, but that's what the employer pre-screen application is for. Right now, this is not part of Express Entry, so unless OINP suddenly changes its rules in November, it'll not add 600 points to EE.

Or, be on the lookout for other provinces' Express Entry PNPs.

So even if I qualify and get the OINP, it won't add points to Express Entry?

My employer submitted the Pre-screen application during Feb 2016. Will be application still be reviewed or accessed?

No. In summary, as of 2015, OINP has several types of nomination streams. A few are for Express Entry, a few are for paper-based applications. The one you were interested in, as in your original post, with employer support, is currently paper-based and will not support Express Entry.
Again, they can completely change or update this when they announce the 2017 intake later this year. But I'm just telling you the information based on the current rules.

Also, there are other provinces that will offer PNPs this year. I don't know what and when. You have to observe this forum for news.
