I have 71 points on Express Entry under federal skilled worker program and I want to know how long will it take to get the permanent reside
 
71 points is just to be eligible to enter the pool. You need to calculate your CRS. You want 468+. You need language tests and ECAs to submit.

Have you submitted an Express Entry profile? That is the next step and then you have to wait to be selected. Have you determined how many CRS points you have? (This is a different point system from the FSW point system where you scored 71.) You want to achieve a score of around 470 under the CRS point system to have a good chance of being selected for PR out of the Express Entry pool of applicants.

We can't tell you how long it will take to be selected based on the 71 points. You need to calculate your CRS points to determine your chances of being selected.

You'll need to consider something like learning French or spending a few years studying in Canada to increase your score and get Canadian work experience after you finish your studies.

Each province is different and you'll need to dedicate time to researching each.

Hiring someone doesn't guarantee you will get PR. However if you don't want to do the research yourself, then yes, you should hire someone to do this work for you. Recommend that you hire a lawyer rather than a consultant.

Given you are asking basic questions without actually trying to spend any time in educating yourself of the process and the requirements of the program, yes you may benefit from hiring an immigration lawyer (not consultant).

However, given your low score you would be wasting your money with any lawyer / consultants. They will tell you the same thing but after charging a lot of money.

The better option would be to actually read the material on IRCC website. It may take a few hours. But if you have money to spare and no time to spare to actually read up then go ahead and hire someone.
