can I apply and easily get a visitor visa if I want to pursue a certificate program? (Some are under 6 months)
 
Please disregard the situation in that post. I'm asking solely based on if I applied from my home country, since I am planning to further my studies when possible, as well.

You can apply for a visitor visa provided the program is six months or less in length. No guarantee you'll be easily approved. To have the highest chance of being approved, you'll need to demonstrate strong ties to your home country, show you have enough funds to pay for your stay and education in Canada, and also ensure your studies make sense in light of your previous education and any work experience.
 
Just to add - if you happen to already have a Bachelor degree - it doesn't make sense to be taking a graduate certificate (this is a lower level of study). You should be applying for a Post Graduate level of study or Masters (which may require a study permit rather than visitor visa based on the duration of study).
