got studyvisa refusal but my medical inprocessing

I submitted my student visa
application on June 23, 2014.
On May 28, 2014, I received a mail
from your office for undergoing
further medical tests and was given
90
days time to response on the same. I
went through the required medical
tests accordingly .
After the clearance of my tests , on
9th September I sent a mail to your
office to advise on the clearance of
the medical tests and
also submitted my deferred Letter of
acceptance from the College. In
response to it I got another e-mail
( attached underneath) dated 16th
September , that I need to undergo
another medical test , and I have to
visit my Physician so that he can
send the reports directly to your
office within 30 days.
However in the meantime I received
a call from your office that my
passport is lying with your office
since long and was advised to collect
the same.
On collection of the same , I was
shocked to learn that my student visa
application has already been denied
on July 09, 2014 stating that "Your
proposed program in not reasonable
in the light of one or more of your
qualifications, previous studies,
employment, level of establishment,
language abilities or your future
prospects or plans," , whereas on the
other hand I was taking additional
medical test , and again was
preparing for further additional tests
as advised through the email dated
16th September 2014
I am quite surprised to learn on the
decision as I was given 90 days to
respond on the medical requirements
but the denial decision has been
passed prior to given time , which
shows an error in Justice.
I am sure that there has been a
confusion , and I may not be
penalised for the same.
I look for your further advise on my
student visa application.
I sent this mail to embassy and you
also give your suggestion.
is that possible without medical give decisions
