I got a refusal letter for my minor son but the file is name of " other " but when i checked ircc login it shows final decision still shows pending and the status still shows submitted

I submitted a restoration request after 90 days and received a rejection due to the late submission of the visa application. Since the applicant is a minor and I provided a letter explaining the reason for the delay, I’m wondering if there’s a chance they might reconsider the decision.
parents have valid work permit and all 3 in canada
