1, my parents don't really care too much about Canadian citizenship
2, on the other hand, my wife's (who is a single child) mom is a single mom, so she is in China all by herself, and wants to come to Canada and stay with us.

Is there a legal way for me to transfer my winning ticket so that my wife can sponsor her parents? I would be the co-signer on her application.

is there a way to play the "sympathy" card?

Any advice would be greatly appreciated!

This is unknown. better ask MP to contact Imm Minister. This must be a decision who are in higher level at IRCC that can be made

No - you can't transfer. If your wife wants to sponsor her mother then your wife will have to enter the lottery next year and hope she's selected.

Sympathy card won't work. Only the person selected through the lottery can sponsor their parents. Transferring to the spouse isn't possible.
