got GCMS notes, Location of the file is "NOT CLEARED"; does anyone know what it means?

I applied for citizenship in April 2019. The background check went complete in late July 2021. Everything else, including the test, is still pending. Got my GCMS notes from IRCC and the current location of my file is noted "NOT CLEARED". In my previous GCMS note, the location used to say "Registry". I have no idea what this means and I looked online and could not find anything. I cannot call IRCC to ask because they're currently not answering calls.

Does anyone know what this could mean?

Now the date of the GCMS note is September 10. I got a ghost update on the new tracker on September 13. I don't know what to make of this.

actually, just checked my status in the new tracker and I have been invited to take the test on September 17! So I guess the ghost update was for the test invite. Nonetheless, if anyone knows what the location "Not Cleared" means, I appreciate it if you could let me know.

Just checked the public tracker for the processing times, it says currently they are finalizing applications received during June 9 - 15, 2019

Hi there, I have the same location as not cleared, did you find out what it means? Please share how your application went? Thanks in Advance
