just to inform you that there is a waiting time after your submit your Federal Application.
you submit the application then you wait for the AOR
you get the AOR if your application is complete then you need to wait for some other time it could be 10, 12 months or more
you will receive the Medical request and you will be asked to provide Police Certificate, then you wait.
you will get the Passport Request, you pay the landing fees and you wait
you get your visa and you decide when to land
if anything changes in your life like, birth, marriage, death address change.... you need to inform CIC and your need to follow their instructions ( you still wait)
unless there is really a need to hold your application for 2 Years, I advice you to start like right now. if the full process till you get your visa takes 18 months, you still will have some time to spend home before visa expiry date.
