Biometrics are part of the standard visa application process.... and may/may not result in a visa approval
That depends on the country from which you applied. Do a google search for "Canada visa processing times" and you'll get the CIC form that allows you to input type of visa and country and it will provide you with the average processing time - your particular application may be faster or longer.
