Goods to Follow- Urgent

Hello:

I flew in Toronto and landed without any issue except I lost my bag during the connection flight and did not have the goods to follow list with me.

I told this to officer and told him that I can submit the list the next day. He said he is not sure I can do that and of any exemption.

Any1 know exception of submitting the list after landing? Please let me know.
