Not understanding what that means to be honest. Does it mean they will print the PR visa and mail it to us instead of mailing your passport in?
 
it means that visas and COPRs will be issued directly by CPP-O. That eliminates overhead of interacting between CPP-O and visa offices abroad for issuing COPR ,thus speeds up a process.
 
Oh, so this is for people with wives or husbands in another country that are on the PR application?

But there is one glitch it increases the time for people who have USA Visa and plan to get their Visa stamped by travelling to Detroit. Right now it takes a few hours to get the visa counterfoil and COPR from Detroit Consulate (Personal Visit Only). And one more thing CPP-O is very slow in issuing Visa (for People applying within Canada) atleast the temporary Visas, Buffalo Visa Office was really fast in Processing Temporary Visas(for People applying within Canada) atleast, I don't know if this would be the same with Permanent Residence Visa as well.
 
Well for PR applications it must be faster as there is no need for sending documents back and forth between visa office and cpp-o. I think that that's the purpose of this operation instructions.

Parliament makes a pressure on CIC regarding CEC program, as processing time for CEC is still too slow considering simplicity of eligibility criteria.

It means you will mail your passport (if required) to Ottawa instead of Detroit, Seattle, etc...
