If applying through SDS yep, if Non-SDS not really, I applied from US and didn't go through all that. I just proved I had enough fund with documentation.

Applying while in US generally take 3 weeks or less. Mine took 1 month. Paying tuition in advance depends on your school requirement. My university didn't require me to pay tuition in advance.

Do we need get medical and police clearance certificates while submitting online profile for student visa ? Or we need to wait until they request me t ?
Canada and USA work together. They won't ask you for that. Unless things change but highly unlikely. And since you already have a visa for canada, they will use the previous documents.
yes. they are with me.. I think I have to apply spouse open work permit after coming Canada.. not now..
I read somewhere we can apply spouse open work permit -SOWP before entering Canada.. do you have any idea.

I have no experience on that. I have seen people apply together as in Study permit and SOWP and they get approved or 1 get approved another denied.
