Getting state invitation on 410 crs and 73 on 67 point scale

I just got a call from an agency saying that i have wasted my time after giving IELTS, my crs score is 410 and 73 points on 67 point calculator with NOC 2173 experience 2.5years IELTS 9977. He said i could have easily entered in FSW category and he is saying we have to manually apply for FSW category (in every state except Ontario) before every draw and his agency would do that for me and i can easily enter Canada as my points are good. Is this true?
What are the pre-steps for PNP FSW category?

Sounds like the agent has no idea what he is talking about. FSW is the federal program. It has nothing to do with the provinces. FSW is the same thing as Express Entry - right now you need around 460 points to be selected.
