After you complete atleast 1 year of post grad diploma programme from a govt accredited college or university, You can get a PGWP. Which is post graduate work permit. YOu will get the PGWP for the duration of course. Ie, if the course was for one year, then you get a pgwp for 1 year. So, after you study for a minimum of 1 year and work in Canada for a minimum of 1 year, you are eligible to apply for PR under the CANADA EXPERIENCE CLASS or CEC. FOr this you don't need any sort of points. The point system is for eligibility to apply for PR. Under CEC your eligibility is determined by the duration of your course and the duration of work experience (minimum for both is 1 year). THe only thing is for CEC your work experience should be under the NOC A,B,or O. But you def don't need the 67 points undder the CEC. And yes you get the PR under CEC in 12 to 14 months time. So if you wanna get PR faster, the best option is to come to Canada as a legitimate student and get in the CEC. Hope this helps. Thanks. Cheers.
It sure is if its atleast a 1 year course and if its a govt accredited instituion. Your visa application will be stronger if you opt for a university rather than a college for a PG diploma course. However, that is not definitive.

Infact it is totally absurd to go for 67 points and apply under Skilled worker programme. as it is comparatively a very lengthy and complicated procedure.
Not only the Federal CEC, but there are many faster Provincial Nominee Programmes (PNPs), available for international students.
