I have been on a open work permit with my previous employer and now on closed work permit with my new employer.
my previous employer owes me money from last year so still I am under their payroll while I am working in my new company.

Since with an closed work permit, you have to work for an specific employer, how's that work while I am under the payroll of my previous company? am I violating the law? would this cause me a problem when I want to apply for PR?
 
Yes, it can cause you problems. You will receive two T4s for 2012 from 2 different companies and continuing to be on payroll under another company can be perceived as working for them. Yet, the new work permit says you can not work for anyone else. Why don't you ask them to give you a lump sum and then you move on? In the future, do not enter into such an agreement.
