Getting a Work Permit whilst waiting for EE PNP CEC

My husband has BC PNP. We then applied inland to Express Entry where we qualified under the CEC stream and PNP. We are now looking at getting a work permit sorted for whilst we wait for a decision on PR. Do we need to get his current employer to 'submit a new offer of employment' through the Employer portal and us select 'yes' where it asks if we have a job offer when going through the questionnaire for a work permit?

Also someone told us we might need to flagpole for it - is this correct? Seems odd.
How long does a work permit take to come through and if it doesn't come through in time (before current permit expires) can you continue working on implied status?
