Hi everyone, need a little advice.

I have a friend who is from Europe and is currently in the USA on a tourist visa, they would like to come visit me for a week than return back to the states,but we're a little confused of the best way to go about it.

His embassy back home would be in Bucharest Romania which currently procceses applications in 6 days according to the CIC website, now I see the processing times in the USA are much longer than that and we were wondering if after applying online could he deal with the embassy back home instead of the ones in the USA because he would know much sooner whether he is granted a TRV or not, and wont have to wait over a month to finish his plans for his time remaining over here.

Online decides which office serves you best using your country of residence and current status. So if you want to be processed in Bucharest you need to set "country of residence" as Rumania.

If you use paper you will need to send the paperwork to Bucharest.
