Getting a TRV for a Pakstani woman

Does anyone have any advice about what should be put in an invitation letter? A friend of mine wants to invite his Pakistani mother-in-law to come visit them in Canada. She has travelled before to the USA and did not overstay. Still, I know getting a TRV for a Pakistani person is going to be difficult.
