General Stream - High School Education only HELP!!

Hello, if I have a nephew who is 22 years old and has 4 years of work experience but only finished high school education, does he have a chance to get approved for the General Stream for the Manitoba Nominee Program from the Philippines? Family Stream will not work as you need 2 years of post-secondary education.
