Given the applicant's education history, the motivation to pursue studies in Canada at this point does not seem reasonable. It is not evident why applicant would study this program at such great expense when applicant already possesses a higher level of education in the same field and considering that a comparable program is offered in home country. I am not satisfied that this is a reasonable progression of studies, which raises concerns regarding applicant's intended purpose in Canada. I am not satisfied, on balance after a careful review of all information before me, that the applicant is a genuine student who would enter Canada and abide by the conditions of temporary entry. Application is refused.
