GCMS Notes when you are outsider

Hi Guys,

I have applied for Ontario PNP program under Express Entry, it's almost been 6 month.

From this forum I came to know about GCMS notes, which will give me some insight about my case. However when I went to apply for it, it says following thing

To be eligible to make a request, you must be a Canadian citizen, a permanent resident of Canada or an individual or corporation currently present in Canada. Please select the category that best describes you.

I am not living in Canada ( obviously not a citizen or PR holder as I have applied for PR ), so would someone let me know how to order this notes?
