I think u said opposite : old rule is
Post-Graduation Stream
Under this stream the applicant must have:
completed a required program of study in Canada and obtained a Canadian
educational credential (e.g., degree, diploma, or certificate);
been enrolled full-time in this program of study or training for two years (see sections
6.3 and 9.11 for more details);
acquired, in Canada, at least 12 months of full-time work experience, or the
equivalent in part-time work experience in a NOC type 0, or level A or B occupation,
within the 24 months before the date the application is made. (see Section 9.11 for
more details).
new rule JAN 2013
Qualifying work experience
Applicants must have 12 months of full-time, Canadian skilled work experience (or the
equivalent in part-time work experience) in one or more NOC 0, A or B occupations within
the 36 months preceding the date on which their application is received.
Any period of employment during which the applicant was engaged in full-time study will
not be included in calculating the period of qualifying work experience (e.g. work
experience gained through co-op work permits, off-campus work permits while a full-time
student and on-campus work permits). [R87.1(3)(a)]. Officers should verify the work
permit information in GCMS.
Any periods of self-employment or unauthorized work will not be included in calculating
the period of work experience [R87.1(3)(b)]. A person who has worked in Canada without
authorization has failed to comply with A30(1), and on that basis could be found
inadmissible under A41.

This make me wonder why they applied new rule for my friend application. Thats why i posted this question to see if they are applying new rule to old applications. Please do correct me if i am wrong
