I believe the "1" you are talking about refers to the number of entries of a certain category in GCMS notes. So if this is the first entry that CIC has made for criminal/security, it would be labeled "1." You may have noticed other sections of your notes have more numbers, like payment history. You would have made at least two payments when you applied, so you should see "1" for the first entry and "2" for the second, and so on.

In your case, you do have an entry for criminal/security, which was entered either manually (but most likely automatically) once your visa office started inputting basic information in their system (everyone has this). Your notes indicate that your visa office has not started those checks yet.
