i also applied from Kuwait on 4th April and received my 1st AOR on 6th July.2010
i sent my documents to London VO on 15th October and i am waiting for my 2nd AOR.
my NOC is 4131.

Hi This is sazzad applied on march 31 and now having the 2nd file number with Status "RBVO" since Sep 2010.

I submitted the application throw a local consulting office.
The message i have in the CIC website is the following:
Your application was reviewed and we started processing on February 16, 2010.
