Full year fee?

Quick question, so my niece is applying for study permit from inside Canada for durham college. She will start her program in Jan 2023. Does she need to pay for the full year? Or can she just pay what the conditional offer requires? Her lawyer advises her to pay for the full year, that is not a problem, the problem is I do not see that option on her student portal. She already paid the required amount shown in her conditional offer.

After she applies we are going to the borders to flagpole and get her permit, just want everything to go smooth.

CBSA may ask for proof of full year tuition. Most times IRCC wants to see first year paid. Assume she is from ETA visa country to be eligible to flagpole.
