Full application: should include RPRF?

Should the full application include a check for Right of Permanent Residence Fee? Is the fee mentioned in no. 13 of the visa specific instructions referring to the RPRF?

Or should I wait for the visa office to request for this together with my medicals and passports after they have reviewed my full application?

What is being requested in no. 13?

13. FEE PAYMENT
Consult the Fees section of our Web site or the Guide for Skilled Worker Applicants to calculate your fees. Payment may be made in ....etc.
