Did u attach all required docs as per standards of immigration, mentioned on the websit. Hope u have read the requirements before but it is better to read it once more...in your category and compare deficiencies.

Didn't they tell you in the letter what was incomplete? Which document was missing?

If it has returned means you have to reapply.
They may mension in their letter which document was missing.
This time take care of documentation exactly as per CIO & applicable Visa Office check list.
At every step take the help of this forum.
