I had immigrated to Canada using Federal Skill Worker (FSW) program in 2009 based on my IT experience. I had applied immigration outside Canada and without any job offer.

A friend of mine with similar background is interested in the immigration. However, I see there is an Express Entry system. My understanding is that a person with eligible NOC, experience and without job offer can still immigrate to Canada. However, such person may have lower priority that a person applying with a job offer or a person applying with in Canada with a job.

Can you help to clarify my understanding?

Well if your friend does not have at least 1 yr of Canadian Experience, then the CEC program is ruled out, but if they have at least 1 yr of Foreign Experience they may be eligible for FSW depending upon their language skills, Education etc. Without knowing full background its hard to give a specific answer.

Thanks for your feedback. He does not have any Canadian experience. He has USA experience and can/may apply from there USA. His home country is India. Education is Bachelor's Degree and Master's degree, Language - will take IELTS if required, relevant experience to NOC is 10+ years.

Thanks for the feedback. Yes, he is USA working on H1-B. He is living with his family and looking forward for a country to settle permanently. I have recommended him Canada. How long does it take these days to get immigration in Canada? Do you have a job offer from Canadian company?
 
If the person has a masters degree, then getting a PR from express entry is super easy. The person with job offer gets priority, but since it also requires LIMA certification those are less in number and last few rounds show masters degree will get a Invitation to Apply within 1-2 draws.

PS: Speaking from first hand experience (person with masters degree with no job in Canada) ;)

Thanks for the feedback. I would agree that it is difficult to get a job offer ahead of immigration. The system is not built for such long and uncertain delays. And on top of that IT jobs requirement comes with immediate fullfillment and cannot wait for months.

Is IELTS mandatory assuming that the person had gone through the Bachelor and Master degree in English? Does the person with IELTS get more score than a person with no IELTS or other exams as mentioned on the website TEF or CELPIP? Thanks.
