I'm applying through Campbell Cohen and they've advised to pay the fees through them.

My only concern is that, if I paid by credit card through CIC, my card would only get charged if/when my application got processed.

If the application cap was reached by the time my application reached CIC, would Campbell Cohen refund the charge?

CIC will not charge your card if your application does not make it within the cap.

When they get the application they first check to see if there is any room left within the cap.
If so, they run a completeness check on the application.
If that's ok only THEN do they make the charge.

I wouldn't advise paying fees via an agent since it's another layer to have to reclaim. The agent will have the fees at the beginning and you'd then have to go chasing to get them back.

IMO the best method is to get a bank draft, payable to CIC (not your agent), to include with the application. If your application does not make it in the cap, or is deemed incomplete, they will send the entire application back including the draft.
