i am applying on FSW category and i have not taked IELTS yet. so do i have to submit written explanation at the time of submission to CIC CANADA. or i just write in forms that i havent taked IELTS. pls tell me what should i do

Take the IELTS as if you qualify for FSW, you will only have 120 days to submit a full application and you will need the IELTS result. You don't need them to submit the application to Sydney.
