FSW EE plz help!!

Is it possible after getting required IELTS i.e. CLB 7 and have your ECA i.e. masters and having 2 year work experience still it shows ineligible..age is 25 and working in same NOC

I dnt have LMIA, just job offer...even with all requirements i cant have 67 points because i am short of 3 points out of 67 because of not having LMIA.

but everyone is writing on forum that having ielts, ECA and home work experience we can create profile...
