I am applying for PR through the Federal Skilled Worker Program. My spouse is a Canadian Citizen but does not work, so she cannot sponsor me. We already live in Canada. Do I have to/should I put her on my application as "Accompanying" me?

I think you shouldn't.

“accompanying spouse or common-law partner”, in respect of a foreign national, means the foreign national’s spouse or common-law partner who is accompanying him or her to Canada and who is not a Canadian Citizen or a permanent resident."

She can sponsor your even if she isn't working. There's no minimum income requirement to sponsor a spouse (although you can't be on social assistance).

With $0 income for 2016 and very little in prior years, she can't meet the "Obligations of the sponsor" from IMM 1344 so we went the FSW route for my PR.
