My cousin has a bachelor's degree in Hospitality from India and has been working as an insurance agent for the past 2 years. He also studied French as part of his university education. He's single and doesn’t have any Canadian education or work experience.
I suggested he apply for Canadian PR through Express Entry, leveraging his French proficiency. However, assuming he can score CLB 7 in French, his points aren’t high enough if he chooses French as his first official language.
So my question is:
Can he choose English as his first official language and French as the second? Would he be eligible for French category based draws?
Any advice or similar experiences would be really helpful.
