Foreign skill experience

for the question "In the last 10 years, how many total years of foreign skilled work experience do you have?"
I have worked in India as a software developer for 2.9 years,does that count as 2years or as 3years ? I would like to know how the points are calculated

2 years if that's the only experience. If you have any other and your total is >=3, then you can answer 3.
